Charles Victor Hinchliffe was born in 1897 in Crowden, Tintwistle, the son of Charles Hinchliffe and Mary Ellen, formerly Whiteley, who married in 1892 (registration district Huddersfield).
He was the brother of Norman Hinchliffe, also commemorated on the Tintwistle War Memorial.
